Environmental
education has become increasingly critical in the face of escalating
environmental crises and the urgent need for sustainable development. The
National Curriculum Framework (NCF) 2023 in India represents a transformative
approach to integrating environmental education into the core of the
educational experience. Unlike its predecessor, NCF 2005, which treated
environmental education as a supplementary subject, NCF 2023 embeds
sustainability across all disciplines, fostering a holistic and
interdisciplinary approach. This paper explores the evolution from NCF 2005 to
NCF 2023, highlighting the latter's emphasis on experiential learning, ethical
engagement, and inclusivity. Grounded in educational theories such as
constructivism, systems thinking, and Education for Sustainable Development
(ESD), NCF 2023 aims to equip students with the knowledge, skills, and values
necessary to address contemporary environmental challenges. The paper also
examines the legal frameworks underpinning NCF 2023, both nationally and
internationally, emphasizing the importance of legal mandates in ensuring the
framework’s effective implementation. Challenges such as teacher training,
resource allocation, and the need for new assessment methods are discussed,
alongside the critical role of education in fostering environmental
stewardship. In conclusion, while NCF 2023 presents a bold vision for
environmental education in India, its success hinges on overcoming significant
implementation challenges, thereby paving the way for a more sustainable and

transformations over the past few decades, driven by the escalating
environmental crises and the urgent need for sustainable development. The
National Curriculum Framework (NCF) 2023 marks a pivotal moment in India's
educational landscape, reflecting a comprehensive reimagining of how
environmental education is approached. This reimagining is not merely a
response to ecological concerns but an acknowledgment of the need for a more
integrated and holistic approach to education, where environmental awareness
and sustainability are central to all learning experiences. The NCF 2023
introduces a framework that seeks to transform environmental education from a
peripheral subject into a core component of the curriculum. It emphasizes
interdisciplinary learning, integrating environmental issues across subjects
such as science, social studies, and the arts. This approach reflects a global
shift towards recognizing the interconnectedness of environmental, social, and
economic systems and the need for education to address this complexity.
Research consistently shows that traditional approaches to environmental
education, which focus on imparting factual knowledge, are insufficient in
fostering the deep understanding and commitment required for meaningful
environmental action (Tilbury, 1995). NCF 2023 addresses this gap by promoting
experiential learning, community engagement, and the integration of
sustainability principles across the curriculum. Additionally, NCF 2023
emphasizes values and ethics, recognizing that fostering a sense of
responsibility and stewardship for the environment requires nurturing a deep
emotional and ethical connection to the natural world (Pooley & O’Connor,
2000).This paper critically examines the thematic insights from NCF 2023,
situating them within the broader context of global trends in environmental
education and exploring their implications for educational practice in India
and beyond. EVOLUTION OF ENVIRONMENTAL EDUCATION:
COMPARING NCF 2005 AND NCF 2023 Philosophical Foundations The NCF 2023 represents a significant evolution in
educational philosophy compared to its predecessor, the NCF 2005. While both
frameworks are rooted in a child-centered pedagogy, NCF 2023 places a stronger
emphasis on interdisciplinary learning and sustainability. The NCF 2005 focused
on making learning more relevant and enjoyable, integrating arts and culture,
and reducing curriculum overload. Environmental education in NCF 2005 was
primarily integrated within social studies and science, emphasizing awareness
and understanding of local environmental issues through hands-on learning.In
contrast, NCF 2023 integrates environmental education across the curriculum,
reflecting a shift towards a holistic education that prepares students for the
complexities of the modern world. Environmental education is not just an aspect
of science or social studies but is embedded in every subject, encouraging
students to think critically about the interconnections between environmental,
social, and economic systems. Approach to Environmental Education Under NCF 2005, environmental education was largely
knowledge-based, focusing on imparting factual information about the
environment. While there was some encouragement of hands-on activities, the
overall approach remained within traditional subject boundaries. Environmental
issues were often treated as supplementary topics rather than central to the
educational experience.NCF 2023, however, reimagines environmental education by
embedding it within the broader framework of sustainability education. This
transformative approach encourages students to engage with environmental issues
through critical thinking, problem-solving, and community involvement. NCF 2023
promotes experiential learning, where students participate in projects and
activities that address real-world environmental challenges. The framework
emphasizes the development of values, ethics, and a sense of responsibility
towards the environment, making these central themes in the educational
experience. Integration and Interdisciplinarity The integration of environmental education in NCF 2005
was primarily within the domains of science and social studies. Efforts to
connect environmental issues with other subjects were often superficial. The
framework recognized the importance of environmental education but did not
fully integrate it across the curriculum 2023, on the other hand, breaks down
traditional subject boundaries by fully integrating environmental education
across all subjects. This reflects a broader educational trend towards interdisciplinarity,

knowledge. The framework promotes an understanding of the environment as a
complex, interconnected system that cannot be fully understood through the lens
of any single subject. This interdisciplinary approach is designed to equip

challenges of sustainability. Focus on Values and Ethics While NCF 2005 acknowledged the importance of values in
education, its approach to environmental education was more focused on
knowledge acquisition than on developing a deep ethical connection to the
environment. Environmental education was primarily seen as a means of fostering
awareness, with less emphasis on the values and attitudes that underpin
environmental stewardship.NCF 2023 places a much stronger emphasis on the role
of values and ethics in environmental education. It recognizes that fostering a
sense of responsibility towards the environment requires more than just
knowledge—it requires nurturing an emotional and ethical connection to nature.
The framework encourages the development of environmental stewardship, where
students are not only informed about environmental issues but are also motivated
to take action based on a deep-seated commitment to sustainability and ethical
responsibility. Inclusivity and Accessibility Inclusivity was a concern in NCF 2005, but the framework
primarily focused on making education accessible by reducing the curriculum
load and making learning more enjoyable. Environmental education was integrated
into the core subjects, but there was less emphasis on addressing the specific
needs of diverse populations’ 2023 takes a more proactive approach to
inclusivity, particularly in environmental education. It emphasizes the need to
make environmental education accessible to all students, regardless of their
socio-economic background, and to address the diverse environmental issues
faced by different communities across India. This framework recognizes the
importance of cultural and contextual relevance in environmental education,
ensuring that the curriculum is adaptable to local environmental contexts and
the specific needs of different student populations. Overall, NCF 2023 builds on the foundations laid by NCF
2005 but moves towards a more integrated, interdisciplinary, and value-driven
model of environmental education. This reimagining reflects the changing needs
of society and the growing recognition of the importance of sustainability in
education. NCF 2023's approach is more holistic, inclusive, and
action-oriented, aiming to prepare students not just to understand
environmental issues but to actively engage in creating a sustainable future. THEORETICAL FRAMEWORK FOR ENVIRONMENTAL
EDUCATION IN NCF 2023 The reimagining of environmental education in NCF 2023
can be grounded in several educational and environmental theories. These
theories provide a structured approach to understanding how NCF 2023 integrates
various educational paradigms to address contemporary environmental challenges. Constructivist Theory Constructivist theory posits that learners construct
their understanding of the world through experiences and reflection. This
approach emphasizes active learning, where students engage in problem-solving
and critical thinking activities. NCF 2023 draws heavily on constructivist
principles by promoting experiential learning and critical thinking.
Environmental education, as conceptualized in NCF 2023, encourages students to
engage with real-world environmental problems, actively construct knowledge,
and develop solutions through hands-on activities. Interdisciplinary and Systems Thinking Systems thinking involves understanding the complex
interconnections within systems, recognizing patterns, and seeing the big
picture. Interdisciplinary education breaks down traditional boundaries between
subjects, allowing for a more holistic understanding of complex issues. NCF
2023 promotes interdisciplinary learning, where environmental education is
integrated across various disciplines such as science, social studies,
economics, and the arts. This reflects a systems thinking approach, where
students learn to understand the environment as an interconnected system
influenced by various social, economic, and ecological factors. Education for Sustainable Development (ESD) Education for Sustainable Development (ESD) is a
transformative learning process that equips students with the knowledge,
skills, attitudes, and values needed to contribute to sustainable development.
NCF 2023 is deeply influenced by ESD principles, aiming to integrate
sustainability into the curriculum. The curriculum fosters awareness of global
challenges such as climate change, biodiversity loss, and social inequalities,
and empowers students to take action. Place-Based Education Place-based education emphasizes learning rooted in the
local environment and community. It encourages students to explore and learn
from their immediate surroundings, fostering a deeper connection with the
natural world and local culture. NCF 2023 incorporates place-based education by
encouraging the use of local contexts in teaching environmental concepts,
enhancing students' understanding of local environmental issues and fostering a
sense of place and responsibility. Critical Pedagogy Critical pedagogy encourages students to question and
challenge power structures, social injustices, and inequalities. It aims to
empower learners to become critical thinkers and active participants in
societal change. NCF 2023 integrates elements of critical pedagogy by
encouraging students to critically analyze environmental issues, particularly
those related to social justice, equity, and ethics. Ecological Literacy (Eco-literacy) Eco-literacy refers to understanding ecological systems
and applying this understanding to create sustainable human communities. NCF
2023 aims to develop eco-literacy, equipping students with knowledge of
ecosystems, biodiversity, and sustainability, and the skills needed to live
sustainably and contribute to the health of the planet. Behavioural Change Theory Behavioural change theory explores the psychological and
social factors influencing individuals' attitudes and behaviours towards the
environment. NCF 2023 incorporates elements of this theory by focusing on
values-based education and the development of pro-environmental attitudes and behaviours,
fostering long-term changes in how students interact with the environment. IMPORTANCE OF NCF 2023 IN THE CONTEXT OF NEP
2020 Implementing NEP 2020's Vision NEP 2020 laid out an ambitious vision for transforming
the Indian education system to meet the needs of the 21st century. NCF 2023
operationalizes the broader goals of NEP 2020, offering concrete guidance on
curriculum design, teaching methods, and assessment practices, and integrating
new educational priorities such as sustainability and digital literacy. Addressing Contemporary Educational
Challenges The world has changed significantly since the last major
curriculum update in 2005. The global climate crisis, technological
advancements, and the growing importance of skills like critical thinking and
collaboration have altered the educational landscape. NCF 2023 addresses these
challenges by reimagining how education should be delivered, ensuring that
students are equipped to deal with the complexities of modern life. Emphasizing Sustainability and Environmental
Education One of the critical themes of NCF 2023 is its strong
focus on environmental education and sustainability. With climate change and
environmental degradation posing significant risks to future generations, NCF
2023 emphasizes the integration of sustainability across the curriculum, making
environmental awareness and action a central part of education. Promoting Inclusivity and Equity NCF 2023 underscores the need for an inclusive
educational framework that accommodates the diverse needs of India's student
population. By focusing on inclusivity, NCF 2023 aims to ensure that all
students, regardless of their background, receive a high-quality education that
is relevant to their lives and future aspirations. Accountability and Consistency in
Implementation NCF 2023 ensures accountability and consistency in
implementing NEP 2020 across India's diverse educational landscape. By
providing a detailed framework, NCF 2023 helps standardize educational
practices while allowing flexibility to address local needs, ensuring that the
goals of NEP 2020 are realized across all regions and demographics. LEGAL PERSPECTIVES ON ENVIRONMENTAL EDUCATION National Legal Frameworks: The Right to Education Act, 2009 (RTE Act) The RTE Act of 2009 ensures free and compulsory education
for children aged 6 to 14 years. NCF 2023 aligns with the RTE Act by
emphasizing the right of every child to receive an education that prepares them
for contemporary challenges, including environmental sustainability. The Environmental Protection Act, 1986 The Environmental Protection Act of 1986 empowers the
government to make rules regarding environmental education, awareness, and
conservation activities. NCF 2023 reflects this act by making sustainability a
core educational objective, highlighting the necessity of educating citizens
about environmental issues. The National Green Tribunal (NGT) and
Judicial Activism The NGT has played a pivotal role in promoting
environmental education through its rulings and directives. For instance, in
2010, the NGT directed the Central Board of Secondary Education (CBSE) to
include environmental education as a compulsory subject. Such judicial activism
has reinforced the importance of legal mandates in shaping educational policies
like NCF 2023. International Legal Frameworks: United Nations Framework Convention on
Climate Change (UNFCCC) The UNFCCC, adopted in 1992, emphasizes education,
training, and public awareness in addressing climate change. NCF 2023 aligns
with the principles of the UNFCCC by incorporating climate education as a key
component of environmental education. Paris Agreement (2015) The Paris Agreement further solidifies the role of
education in global climate action. NCF 2023 aligns with the Paris Agreement's
objectives by embedding climate education within the curriculum, ensuring that
students are equipped with the knowledge and skills necessary to contribute to
climate action. UNESCO and the Decade of Education for
Sustainable Development (DESD) UNESCO's initiatives, including the DESD, have influenced
educational policies worldwide, including India's NCF 2023. By emphasizing
sustainability education as a core component of the curriculum, NCF 2023 aligns
with global best practices in Education for Sustainable Development (ESD). Agenda 2030 and the Sustainable Development
Goals (SDGs) The United Nations' Agenda 2030 and its 17 SDGs
underscore the importance of education in achieving sustainable development.
NCF 2023 is designed to support these global goals by integrating
sustainability into the curriculum, promoting critical thinking, and
encouraging students to engage with global challenges. Legal frameworks are crucial in ensuring the effective
implementation of educational policies like NCF 2023, providing the authority
and legitimacy needed for enforceable directives. By aligning with both
national laws, such as the Environmental Protection Act, and international
agreements like the Paris Agreement and the SDGs, NCF 2023 not only guides
curriculum development but also ensures that environmental education is
comprehensive and globally relevant. These frameworks underscore the importance
of inclusivity and equity, supporting NCF 2023's commitment to making
environmental education accessible to all students. Furthermore, by integrating
legal mandates, NCF 2023 fosters a culture of environmental responsibility,
contributing to the development of an informed and environmentally conscious
citizenry. CHALLENGES OF IMPLEMENTING NCF 2023 IN
ENVIRONMENTAL EDUCATION Teacher Training and Capacity Building One of the most significant challenges is the preparation
and professional development of educators. The shift towards interdisciplinary
and experiential learning requires teachers to possess a deep understanding of
environmental concepts and the ability to integrate these into various

issues. Addressing these disparities is crucial to ensure that environmental
education is accessible to all students. Assessment and Evaluation NCF 2023’s emphasis on critical thinking and values-based
education requires a rethinking of traditional assessment methods. Standardized
tests may not adequately measure the outcomes of environmental education.
Developing new assessment tools that capture students’ understanding of complex
environmental issues and their ability to apply knowledge in real-world

monitoring and evaluation mechanisms. The decentralized nature of India’s
education system, combined with varying capacities at the state and local
levels, can make consistent implementation across the country difficult.
